Cumming, as a subconsultant to SSFM International, is providing cost estimating, budgeting, scheduling and value engineering services on this new $120 million, multi-agency facility. The project includes a joint city and county emergency operations center; 911 dispatch center; police, fire and EMS dispatch; City and County traffic management; and traffic management for the Hawaii Department of Transportation. The project is being developed using the design-build method of delivery.
